Insim shouldn't delete your downloads. Check your downloads file (path Documents-->EA Games-->The Sims 2-->Downloads if you used a typical install.) Are the files still there? If yes, they're not gone, and maybe you did something like disabled custom content when you started up the game? Or maybe you played with InSim and borked something you shouldn't have? (InSim can cause your game to explode in a big fiery ball seen from space if used improperly; RTFM before using, in general, and make sure you're using the proper InSim version for whatever you've got: Pets-only InSim won't run in Seasons InSim, etc.)
Anyhow, you could've avoided losing all your custom content when you uninstalled merely by making a backup of the Downloads folder somewhere else on your computer (just copy it to another location) and then putting it back once you've finished. That doesn't do much help, but you can run a backup in future to keep from losing your custom content if you either accidentally delete it or need to reinstall.
You can do the same thing with your Neighborhood files to avoid losing your Sims/neighborhoods upon accidental breakage or reinstall, too. For Neighborhood backup, it's Documents-->EA Games-->Sims 2-->Neighborhoods, and then copy and paste the N001, N002, etc. into another location. (For backups, always copy and paste, don't cut and paste!)
